Abstract: Competency-oriented civic education training is based on developing values and attitudes as constructs of democratic culture. The article examines the issue of European normative and educational investment in education for democratic citizenship. Basic attitudes for the manifestation of intercultural dialogue and the avoidance of hate speech towards refugees are brought out. Examples are given of how the set of competencies should be mobilized in certain situations.
